If Bayan Muna Rep. Teddy Casiño were to have his way, he wants P160.46
billion in budgetary allocations either slashed or realigned to other
items in the 2009 General Appropriations Act.
In his proposed amendments to the GAA (House Bill 5116) submitted to the House Appropriations Committee, Casiño moved for the following cuts in next year's budget:
● P1 billion from the lump sum reforestation program of the Department of Environment and Natural Resources, cutting the original amount by half;
● P565 million from a 50% across the board cut in the confidential and intelligence funds of the Office of the President, National Intelligence Coordinating Agency, National Security Council, Department of National Defense and Armed Forces of the Philippines;
● P3 billion from the following lump sum items: the P1 billion Kalayaan Barangay Program Fund, the P1 billion Kilos Asenso Support Fund, and the P1 billion General Fund Adjustment;● P44,022,000 for the allocation for the RP-US Balikatan exercises;
● P4,524,530,000 from the Maintenance and Other Operating Expenses (MOOE) for Internal Security Operations of the DND Secretary, Government Arsenal, Philippine Army, Philippine Air Force, Philippine Navy, and the AFP General Headquarters;
● P151,325,000, 000 from the budget allocation for interest payments, cutting by half the debt service budget.
The deadline for House members was set to send their proposed amendments to the Appropriations Committee that is tasked to finalize the bill for third reading when the House resumes its session on Nov. 10.
“If the Committee does not want to remove the whole amount from the GAA, then at least a big part should be realigned to augment the budgets of the Department of Education, Department of Health particularly the public hospitals, the National Food Authority, National Housing Authority and other social services,” said the lawmaker.
Casiño also called for increases in the following specific items:
● A 10% increase in the allocation of all State Universities and Colleges for capital outlay, additional personnel and/or repair and maintenance of equipment and facilities amounting to P2,116,716,900;
● An additional P312,437,255 to fund additional positions for the Public Attorney's Office as mandated by RA 9406 to be sourced from the Miscellaneous Personnel Benefits Fund;
● Reinstatement of the COA's original budget proposal to P4,916,263,000, including
P47,470,000 capital outlay for the Accounting System Simplification and Computerization Project;
● An additional increase of P284,000,000 for the Commission on Human Rights for maintenance and office operating expenses including the purchase of service vehicles and the establishment of its own forensic center.
