The Arroyo government’s dissolution of its panel in the peace negotiations with the MILF signals government’s arbitrary and unilateral shift to its doomed all-out war approach using the “demobilization, disarmament and rehabilitation” (DDR) framework, says militant lawmaker Satur Ocampo.
“After failing to use the bungled Memorandum of Agreement on Ancestral Domain as springboard for charter change to keep Mrs. Arroyo in power, the government is now taking the hard-line stance and making a case for war to address the Moro conflict,” he said.
“It is condemnable for the government to unilaterally change the framework of the talks away from the root causes of the armed conflict and negate the character of a genuine peace process. A framework is mutually agreed by two parties, and not dictated by one side. The DDR framework aims to force the MILF to surrender rather than achieve a political settlement. This is the same framework foisted by the GRP on the National Democratic Front of the Philippines that the latter has rejected, and has remained a stumbling block for the talks to proceed,” Ocampo continued.
Ocampo charged that the DDR “gives primacy to war as the solution, which means more loss of lives and property, and human rights violations. The atrocities attributed to MILF commanders Ameril Umbra Kato and Abdullah Macapaar are a poor excuse to obliterate the talks and launch an all-out armed offensive. While the two commanders must indeed be made accountable for their alleged actions, we must not lose sight of the fact that the Armed Forces of the Philippines (AFP) has far bigger and outrageous human rights violations but neither the MILF nor the NDFP has used this is an excuse to stop the talks or unilaterally change the framework.”
“Government should be blamed for the bungled talks with the MILF and the escalation of armed hostilities in Mindanao, which under the close watch of the US government through the US Institute of Peace, is seeing itself sink deeper in a mire of its own creation.,” Ocampo concluded
